Russian (RSFSR) charitable postal stamps. These are from the first (1921) issue. They were sold abroad to collect funds to help the starving people of the Volga region. Of the 2250 Ruble price, 250 Rubles would be used to pay for postal services and 2000 would go to a charitable foundation (Pomgol) the Soviet Government had set up, which would distribute the funds to help the starving.
