I thought the Noida mintmark was a hollow circle, not a dot.

no - it is a circle. mumbai has a diamond like dot. it's just that we do not have other
proper "alternatives" to display them - ASCII does not offer enough dots to select from  
but there are plans to replace ASCII types and letters with small b/w images of mint- and privymarks
some time in the future
