Where do you read that? The Chinese text on the reverse says the same thing as the English one.

发行四十周年纪念 = 40th Anniversary of Release

These are reprints and issued in 2019 celebrating the 40th anniversary of these Foreign Exchange Certificate. They are just numismatic items for collectors only.
