Roman Provincial, River God [resuelto]

Folks, 
Need your help here. Can't find a match.
The Obverse from the bust clockwise is some what readable with OC KAI...M(to the left of the bust at the top) followed by AY to the left of the bust.
But I am likely incorrect reading it as those letters don't seem to come together for any coin.
The Reverse is a reclining deity - maybe River God with a H/N at the center of the coin on top of figure's head. 
Maybe another H/N at the bottom.

 Agreed looks like a river god. Could be 

 

Reverse: KIΛBIANΩN ΠЄPI NIKAIAN.

River god Kilbos reclining left, holding reed and corncopia, 

and resting elbow upon overturned urn from which liquid flows.

Will not start look at your reverse inscription suggestions but my primary concern is the obverse lettering which departs from any similar coins I've seen

 They were cropped so that each side can be individually searched. 

Lettering looks to start with something like  I O C K A  lettering - 

so your last link matches a lot of that.
