I'm having trouble finding this through any web searches. My hunch is that the counterstamp has been placed over the value, but I'm not really sure. 18th-Century Russian coins are not exactly in my wheelhouse. Any guidance on what this is, mint, etc., is appreciated. 

 

Specs:

Diameter = 37.4 mm
Thickness = 4 mm
Weight = 39.6 grams
Edge = diagonal reeding

I don't know what it is but it's not a coin, so there won't be any denomination under the counterstamp. 

Yes, my assumption is it's some kind of fantasy/reproduction thing.

It seems to be “inspired” by a coin of here:

It can be read: В МОСКВѢ, meaning In Moscow (REVERSE); НОВАЯ РОССІЙСКАЯ КОПЕЙКА (not fully visible), meaning new Russian kopek, & С.Пб counterstamped, acronym for Санкт-Петербург, meaning  Saint Petersburg (OBVERSE).

Either a copy of some trial or more likely just a fantasy/souvenir. m-dv.ru does not have pictures of any of Anna Ioannovna's trial coins, so I cannot compare to them. (And considering how rare they are, I think it being a copy of something is highly unlikely)

 

So, most likely it's just a souvenir

This item was inspired by a trial kopeck 1735. You can see the only specimen know in Hermitage museum in St. Petersburg. This is a very popular museum, especially among Chinese tourists:)
