it says new mexico a cultural mosaic bicentennial 1976 on the coin. On the edge it says medallic art co NY 999+ pure silver and around the other side of the rim it has the # 5399 it also weighs 30.2 grams sounds like silver (ping test)

There are several sizes for this silver medal commemorating the bicentennial, some bearing the Franklin privy mark, most of them don't get clouds above the New Mexico Museum of Art, 35 W Palace Ave, Santa Fe.

Do the clouds being there mean anything ?

Note that in the background there's a tree on the left and a mountain on the right.

Do the clouds foretell rain or a sandstorm?
In any case, they seem to have been added to fill out the background, which is a bit too large for the image's balance. Note that in the foreground, grass covers what is actually a concrete plaza.

This medal exists in brass too:

Built on 1960

The other side of the medal is more complicated to describe, mixing a pre-Columbian vase, a helmet perhaps belonging to a conquistador, and a pickaxe. A cultural mosaic of sorts.
