This will be difficult to identify beyond the fact that It's from Saudi Arabia. On the front the Arabic simply translates as “Kingdom of Saudi Arabia".

I'm not able to read the Arabic on the back. I will try later on a bigger screen.

Judging by the reverse side, it looks like a pin with the attachment/prong part on the back missing.
