Somaliland was once a British protectorate, then briefly an independent state in 1960.

 

Somaliland seceded from Somalia in 1991 - & has built a functioning independent state from the ground up.

South Sudan was also part of the British Empire as well - but it isn't yet part of the British Commonwealth, because of the conflicts in that country.

Both Kosovo & Somaliland are independent countries.

 

Kosovo uses the Euro, as does Montenegro.

I think the best description for both is that they are a de facto independent country. Kosovo is more legitimate than Somaliland though.

Yes, they would, but purely strictly based on number of recognitions, the statement holds. On Numista, there is nothing to change for now.
