Would this be considered a type of Bank Bond?

https://en.numista.com/catalogue/index.php?e=ancienne_urss&r=&st=143&cat=y&im1=&im2=&ru=&ie=&ca=3&no=&v=&a=&dg=&i=&b=&m=&f=&t=&t2=&w=&mt=&u=&g=&c=&wi=&sw=

It is not registered in numista. USSR page exonumia got several items without type specified.

Other items of that type are under Paper exonumia › Promissory notes

It is lottery bond (https://en.wikipedia.org/wiki/Lottery_bond). Chapters 5 and 7 on reverse tell how interest is paid.

Numista is community driven site. If that note belongs to you and you are willing to contribute image to site under licenses that you can find in your profile settings, you can register new page describing this note in numista. If you have scanner, try scanning note instead of photographing it. That way you get better alignment and less environment interference.

At this point 1982 bonds should have better pages describing them unlike other USSR “state loans”

Just a quick note, the stamp on it says “Погашено”, i.e. “Redeemed”.

HoH

Most of 1966 notes are likely to be redeemed or removed from circulation as their end date was before country expired.
