This is certainly not the case. The Kingdom of Baktria or the Greco-Baktrian Kingdom began when Diodotus I, the Seleucid Satrap of Baktria, declared independence and founded his kingdom centered around modern day Afghanistan. While the Indo-Greek Kingdom was likely originally founded by Greco-Baktrian rulers, the two states were clearly separate entities which occupied very different geographical territories. Their style of coinage differed tremendously (The extensive use of Kharosthi on Indo-Greek coins and the complete lack of Kharosthi on Greco-Baktrains types for example), and find-spots for coins indicate that these two kingdoms were not synonymous. 

Numista currently has significant problems with the "Kings of Baktria" and the "Indo-Greek Kingdom" issuers, as many coins from the Indo-Greeks are erroneously classified as Baktrian. The solution to this however is not combining two distinct issuers, but to fix the coins and ruling authorities from their incorrect locations. 

In order to possibly help this transition, here are the accepted rulers for both the Greco-Baktrian Kingdom and the Indo-Greek Kingdom.

(These dates are mostly speculative, as much more research needs to be done on both kingdoms)

 

As you can see, while they share some overlap in rulers near the beginning of the Indo-Greek Kingdom's founding, by around Menander's time it is clear the two kingdoms have fully separated to become two independent entities. Within the Numista catalog, this is comparable to Mithridates VI of Pontos. While he was the ruler of the Kingdom of Pontos, his conquests led to him ruling many more kingdoms and cities. In Numista however, we would not argue to combine Paphlagonia or the Bosporan Kingdom under the “Kings of Pontos” just because they shared the same ruler. They were distinct polities that happened to share a ruler for a short period of time, just like the Greco-Baktrians and Indo-Greeks.
