As you can see, while they share some overlap in rulers near the beginning of the Indo-Greek Kingdom's founding, by around Menander's time it is clear the two kingdoms have fully separated to become two independent entities. Within the Numista catalog, this is comparable to Mithridates VI of Pontos. While he was the ruler of the Kingdom of Pontos, his conquests led to him ruling many more kingdoms and cities. In Numista however, we would not argue to combine Paphlagonia or the Bosporan Kingdom under the “Kings of Pontos” just because they shared the same ruler. They were distinct polities that happened to share a ruler for a short period of time, just like the Greco-Baktrians and Indo-Greeks.
