These Canada bills from the 80s seem to have a rough paper texture that has an affinity for dust. See this UNC $10:

I usually wouldn't mind about the dust but it shows up under UV as in the image above.
If I brush it lightly with a microfibre cloth the dust doesn't come off. On other notes that method works fine.
So I am thinking maybe a vacuum would work but it would have to be fairly low power with some kind of soft bristle stand-off.
What do you guys suggest?
