I don't recognize the writing, but I think it could be from the Middle East?

Islamic coins are not my area, but got something after a quick search under islamic states simply using the word horseman: very similar but not identical matches with coins under Seljuqs of Rum.

https://en.numista.com/catalogue/index.php?e=islamic-caliphates&r=horseman&st=all&cat=y&im1=&im2=&ru=&ie=&ca=3&no=&v=&a=&dg=&i=&b=&m=&f=&t=&t2=&w=&mt=&u=&g=

A quick search at Zeno got similar results, closer results also points to Seljuqs: http://search.zeno.ru/index.php?v=0&ae=on&c=1&t=&k=horseman&d=&wmin=&wmax=&smin=&smax=&m=&ymin=&ymax=&y=&u=&n=&a=&e=&f=0&s=0

It's a big clue, but now it's with the experts.
