I feel confident that is the Imam Reza shrine depicted.

This commemorative coin is related to the eighth Imam of the Shiites, Ali ibn Musa al-Rida.

The Shrine of Imam Ali b. Musa al-Rida is located in Mashhad

(Arabic: علي بن موسی)
