10 Burgergesellschaft

Is this a token or some sort of tax coin. Gesellschaft is german for society. So im assuming its related to some society in Hamburg germany. Any thoughts?

I see some examples just searching the exonumia catalogue of very similar 10 pfennig confinement/prison tokens, this may be one of those?
