French medal dated 1889

I got this a few years ago and I know its a medal but I have no idea its value, if its genuine or what it actually is 

 

It has this on the rim however I'm a little uncertain it's real but I have no idea what it is

It's not so often that you get a medal of a personality …

So it's rare?

 if it's rare what do you think the value of it would be?

I say that it is rare to get a medal of known personalities, it is not necessarily leading to an high price. 

It is a medal from the father of a line of artists, film actors, who met Samuel Beckett, Henri Verneuil, Prévert, Eugène Ionesco, etc... 

It is also an opportunity to rub shoulders with life of these artists …

If you retreave Claude Raimbourg, his grandson, who lives in Cayeux-sur-Mer, he might give you a few tens of euros for this medal 😜

For me it lookes like a standard price medal with engraved name. Individual, but no subject of high value.
