Finland’s parliament declared independence on Dec 6, 1917, after the Russian revolution. 

This Finnish declaration of independence was recognised by Lenin at the end of 1917. [https://www.britannica.com/place/Finland/The-struggle-for-independence].

 

Finland was then ruled by its Parliament which had been established prior to the Russian revolution, and had been granted autonomy by Nicholas II in all respects except defence and foreign affairs. 
This government existed up until July 1919 when Finland became a Republic.

 

I recommend that a new Ruling Authority ‘Parliament of Finland’ be created for the period of 6 Dec 1917 up until 25 July 1919 when the first President of Finland took office [https://blogs.loc.gov/law/2019/12/finlands-independence-day-and-the-finnish-constitution-of-1919/].

There already is rulling authority called provisional government. I just updated it to have date range 1917-1919 (it had 1917-1918).

It is not that simple. Actually, my opinion is that we have been Republic since 6 December 1917. Because: “The republican form of government was mentioned in the Senate Declaration of Independence, which had been approved by Parliament on December 6, 1917”. The problem is that the Senate was to submit a proposal for a new republican form of government, but Finland plunged into a civil war in January 1918. Independent Finland became a republic, but from the constitutional point of view, according to the current 1772 form of government, the matter was not so simple.

 

I also like to know why there is not mentioned our King as a Ruling Authority. The plenary session to elect the king was held on 6 October 1918. Old Finnish peasant J.E. Antila had the honor of proposing the election of Friedrich Karl as King of Finland and The President of Parliament considered that Parliament had approved the monarchy to Finland without a vote. So we have had a King also!

No banknotes no coins. King Friedrich Karl has never been a crowned king and a true monarch.

No offense, but then I wont be adding him to the list. Should the republic be prolonged to 1917 then?

The constitutional nature of Finland is complicated for this era. 

 

I agree with Ollisaarinen that the Finland was essentially a republic from 6 Dec 1917 [in much the same way that Ireland was from 1938, but only declared as such in 1949, even though it had a constitution since 1937 and an elected president since 25 June 1938].

 

However, the Finnish declaration of independence in 1917 was careful to not claim jurisdiction which exceeded the autonomy allowed to it by the Czar, in that it avoided the inclusion of defence and foreign policy.

 

Also, the republic declared on 6 Dec 1917 did not have a head of state, and its parliament decided to become a monarchy and then elected a king on 9 October 1918, who abdicated on 14 December 1918.

 

C. G. Mannerheim (who favoured a monarchy over a Republic, and saved Finland several times, imho) presided as a regent from 18 May 1918 until 27 July, 1919. Legally, Finland was a monarchy during this period, with a regent ruling in place of the monarch.

 

In practice, imho, parliament (elected in October 1917) was ruling the country during this period, and this is why I contend that the ruling authority should be ‘Parliament of Finland’.

 

Legally, Finland became a republic following the parliamentary election of March 1919, and the election of its first president, K.J. Ståhlberg on 26 July 1919 after which Mannerheim resigned as regent.

King Edward VIII was never crowned - but he was legally King of Great Britain, the Dominions, & Emperor of India throughout his short reign in 1936.

 

As for C.G. Mannerheim, he was also a Baron as well as both a Regent of Finland.
