I believe he was the first prime minister of independent Cyprus. It’s not surprising that the Cypriot Turks would not have felt safe. And of course we know history and what happened since

He was the first President of the Republic of Cyprus from 1960 until his death in 1977.

 

Cyprus has a presidential system of government - as the position of prime minister has never existed under the governmental system in Cyprus.
