1 sen Showa 1938 Japan problem

Have 2 beat up coins that Are identified in numista as being 20 mm. as you can see these are around 16.5 mm and exactly the same design. Can't find the smaller version in numista are they mis-marked or are these a different coin

Looks like closer to 17.5 mm.

Numista says these are 17.6 mm. and that's exactly what your coins are when you look at rsirian1's enlarged picture of your coin.
