Might be a Chinese banks name like this on this one http://auction-net.com/auction/1810/image1/0481.html.
But I am not confident in the last character even if it looks simple.

That's got to be it! Was thinking it was possibly a rare unlisted overprint or something. Thank you :)

It is likely a cancellation stamp. Many of the Chinese banknotes have similar ones.
