Old coin/token dug up on island off Florida panhandle. Need help identifying!!

This copper/brass/? coin/token was dug up from a large trench about 4-5 ft down on an island off the coast of the Florida panhandle.  I need help identifying what it is.

The diameter is approximately 17 mm and it is approximately 7 mm in thickness. It has reeding all along the edge of the coin/token.  On one side it says 'Tobitschau' and has an eagle type emblem.  On the other side, the writing is somewhat illegible - with letters here and there that can be read, and in the center is a two-headed spread eagle with what appears to be a crown above it.  I cannot discern any date or denomination.

I have uploaded pictures to Flickr, and I will post the link.  Hopefully it works.  If it doesn't, then I will try to post them here.

Tobitshau is an Austrian Romantic castle from 18??.

It is indeed the Imperial Eagle for Austria - Hungary.

And Tobitschau is a place currently located in the Czech Republic.

Not a clue what it is, maybe a weight? as it is almost certainly not a coin.

20KH, or 20 probably 20KR = 20 Kreuzer

I don't see "20 KR" on it. Two first words on reverse seem to be ZCKR.STR. which could be an address, STR - Straße (street in German).
The piece is probably a weight, since it is too thick for such a small diameter to be an Austrian coin.  
A better picture of the reverse is necessary.
What is the weight of the find?

Guess I'll join in - I am the one who found the coin/token/weight (and have it with me). My mom was trying to figure out what it was so she posted this.

- It was not found near key west, I found it on an old Ballast/Quarantine Island off the northwest panhandle.
- It is hard to get good pictures of the reverse, will try to take some more later but this is what it appears to say: ZCKR STR CONIR.
- It looks more like ZC but could possibly be 20....
- With the CONIR it may be an H instead of N and a T instead of the I, unfortunately many of the tops of the letters are worn off.
- The weight is 9.18g, it does have some chunks missing on the sides (will also post a picture of them) so it may have originally been ~10g.
- The actual measurements are 16.5 mm x 5mm
