According to reports, Changsha Huanghua Airport Customs recently found an abnormality in the machine inspection image of a checked baggage when supervising the luggage of outbound passengers. After unpacking and inspection, an ancient coin collection book was found, which contained 45 suspected ancient coins. After identification, the above-mentioned ancient coins were Qin Banliang coins, Western Han Wuzhu coins, Tang "Kaiyuan Tongbao", Song "Huangsong Tongbao", etc., which are general cultural relics prohibited from leaving the country.
Liu Lu, deputy director of the Hunan Museum Cultural Relics Collection and Identification Center, who was responsible for this identification, told reporters that after identification, the 45 ancient coins seized this time were all genuine. These coins span multiple dynasties and were combined together for possible gift or sale.
Liu Lu said that the Cultural Relics Protection Law of the People's Republic of China divides important physical objects, artworks, documents, manuscripts, books and materials, representative physical objects and other movable cultural relics from various periods in history into precious cultural relics and general cultural relics. There are certain differences between general cultural relics and precious cultural relics in terms of historical value and the number of existing ones. The ancient coins seized by the customs this time are in large quantities and have no special historical value, so they belong to general cultural relics.
"But there are strict regulations on the entry and exit of cultural relics. General cultural relics are also prohibited from being taken out of the country privately. Especially the ancient coins before the Qing Dynasty seized this time, it is illegal to take them out of the country without declaration." Liu Lu said.
Yang Xiaoyong, director of Changsha Huanghua Airport Customs, introduced that according to relevant laws and regulations, the exit of cultural relics should be reviewed by the cultural relics entry and exit review agency designated by the State Council's cultural relics administrative department. Cultural relics that are allowed to leave the country after review shall be issued a cultural relics exit permit by the State Council's cultural relics administrative department, and leave the country from the port designated by the State Council's cultural relics administrative department.
Yang Xiaoyong said that any unit or individual who transports, mails or carries cultural relics out of the country must declare to the customs, and the customs will release them with the cultural relics export permit. If the smuggling of cultural relics constitutes a crime, criminal liability will be investigated according to law; if it constitutes smuggling but not a crime, the customs will impose penalties in accordance with the relevant laws and administrative regulations.
